I think that might be the biggest issue here -- how to prevent the slide toward advertising, although the city's murals code actually seems to be doing a good job of separating public art from advertising. Another big concern is that one person's paisley is another person's repulsion: it's highly unlikely that all commissioned artworks would be as aesthetically pleasing as I find the flowers to be.
